Buy a Driving License Without a Test in Germany
If you are an EU citizen or a country where Germany has an agreement on reciprocity you can exchange your license for a new one without having to take any tests. You must pass a practical driving test in Germany before you can drive.
The first step is to sign up with an German driving school. You'll pay to take both theory and practical lessons.
Theory test
You must pass a test of theory before you can drive in Germany. Fuehrerscheinn is the first stage in the process and it will determine whether you understand the laws governing traffic and safety.
